On the 30th August last, Leung Iu, then prisoner No. 353 in Victoria Gaol, was brought before me, in my capacity as Superintendent of the Gaol, and intimated that he desired to give information regarding bribery to the Police, and I directed that he should be brought to my private office.
The remaining interviews were finished as soon as possible. This was accordingly done, whereupon he made to me, in the Chinese language, the statement which is attached to his declaration.
There was no one else present when he made the statement, nor could anyone have overheard what he said.
I had never, to my knowledge, spoken to the man or had any communication with him previous to that day. His prison record will show that he had been labouring in the Gaol.
